Biodiversity Enhancement and Climate Action (BECA) Report

Advancing Biodiversity Enhancement and Climate Action
in Ireland’s Rural Water Sector

In 2021, the National Federation of Group Water Schemes launched one of its most ambitious initiatives: a three‑year nationwide pilot empowering rural communities to take practical action on climate change and biodiversity loss. The Biodiversity Enhancement and Climate Action (BECA) project set out to explore how community‑owned group water schemes could become leaders in safeguarding local environments and building climate resilience.
The results demonstrate the vital role that community‑driven action can play in responding to two of the greatest challenges worldwide.

The BECA project employed a holistic and research‑informed methodology, integrating ecological assessment, community consultation, and tailored climate action planning. Over the course of the three‑year programme, the NFGWS worked closely with group water schemes to identify opportunities for biodiversity enhancement, climate mitigation, and climate adaptation.
The project’s academic and practical approach has positioned BECA as a leading reference model for community‑led environmental action in rural Ireland.
